IMDG 42-24: Regulatory Changes to the Transportation of Charcoal (Carbon)

02/10/2025

On January 1 2026, Amendment 42-24 to the International Maritime Dangerous Goods (IMDG) Code introduces important changes concerning the transportation of charcoal. Specifically, previous exemptions from the Dangerous Goods List are removed and a new Special Provision 978 for charcoal (UN1361) has been added imposing stricter and mandatory requirements relating to declaration, packaging, traceability and safe-handling.

To enhance safety of crew, vessels and customer cargo, MSC will enforce the specified IMDG requirements on a mandatory basis starting from 1 November 2025.

To support customers with transitioning to these new regulations, MSC has prepared summary document detailing the new requirements, which can be found here.
