We started our first Silk service from China to Europe in 1996 and started setting up offices locally since 1998. Today, MSC has over 1,300 staff dedicated to servicing the needs of our customers in Greater China.
                                                                                                                                                                                                                                                           
As at December 2021, the company has 28 offices in Shanghai, Wuhan, Chongqing, Nanjing, Zhangjiagang, Hangzhou, Beijing, Dalian, Tianjin, Qingdao, Lianyungang, Zhengzhou, Ningbo, Xiamen, Fuzhou, Guangzhou, Zhongshan, Foshan, Huangpu, Shunde, Shantou, Shenzhen, Taiyuan, Hefei, Changsha, Nanning, Hong Kong and Taiwan. 

MSC also has a document processing centre in Wuhan which handles rate retrieval for shipments from China and codification of local clients.

SOLAS VGM information for China

Government approval status
The official guideline issued by MSA (Maritime Safety Administration).
  • It is applied for shipments export from Mainland China
  • MSA will carry out random audit inspection.
  • The tolerance is +/-5% or 1 ton, the small value applies.
  • Gate-in terminal with or without VGM, subject to local terminal’s policy.


What to include in your VGM instructions

The following items are mandatory and must be on all VGM instructions

  • Booking or Bill of Lading number
  • Container number
  • VGM + unit (KGS or LBS)
  • Weighing Method (1 or 2)
  • Shipper’s statement
  • Authorized person’s signatory (submitter of the VGM who may be authorized to act on behalf of shippers
  • Responsible party Name (reference to the Named Shipper on the B/L)

How to submit your VGM instruction
By either of the following:

  • Online submission via MyMSC
  • Online submission via MSC application Magic Hand
  • Online submission via 3rd party portals like INTTRA / GT NEXUS / Cargo Smart
  • Manual submission via Email.

    (Subject header of the Email, please indicate as <Submit VGM – Vessel Name & Voyage – MSC assigned Booking Number>)

Besides submitting VGM to MSC through above ways, shippers will need to submit VGM to additional parties as per local maritime authority requirement for the following ports of loading:

NINGBO
Shipper → State agent (Penavico Ningbo or Ningbo Xinggang Shipping Agency) → Terminal

QINGDAO

Shipper  →13 Depots → Terminal

DALIAN
Shipper → State Agent (Penavico Dalian) → Terminal

FUZHOU
Shipment on Commercial feeders, no VGM no loading:
Shipper → State Agents (Fujian Jiahang Shipping Agency or Fuzhou Port-Town Shipping Agency) → Terminal

Shipment on MSC vessel:
Shipper → State Agent (Penavico Fuzhou)

Reminder:  VGM data submitted to MSC and above local parties must tally.

Deadlines for sending your VGM instructions


General Rule:

Shipment originating from:
SHANGHAI / NINGBO / QINGDAO / XIAMEN / CHIWAN / YANTIAN / NANSHA / SHANTOU / QINZHOU:
1) VGM cut-off for EDI channels = Container Yard (CY) cut-off time
2) VGM cut-off for Email submission = 48 hours prior to pro-forma ETA

From TIANJIN:
1) VGM cut-off for EDI channels = 2 hours before Gate-In manifest(NCL) deadline, i.e. 29-44 hours before pro-forma ETA according to different sailings
2) VGM cut-off for Email submission = 26 hours before Gate-In manifest (NCL) deadline

From DALIAN:
1) VGM cut-off for EDI channels = Gate-in Manifest (NCL) deadline, i.e. 33-63hours before pro-forma ETA according to different sailings
2) VGM cut-off for Email submission = 24 hours before Gate-In manifest (NCL) deadline

From FUZHOU:
A. Shipment on  Commercial Feeder shipments:
Basing on VGM deadline set by State Agents - Fujian Jiahang Shipping Agency and Fuzhou Port - Town Shipping Agency, i.e. 0.5 working day before Customs Release deadline

B. Shipment on MSC vessels:
1) VGM cut-off for EDI channels = Container Yard (CY) cut-off time
2) VGM cut-off for Email submission = 48 hours prior to pro-forma ETA

Admin Fees and costs
MSC China encourages clients to declare VGM via online submission. There are no administrative charges imposed by MSC for the moment. Should there be new information, we will share with you.
Weighing service is subject to different terminal’s policy. Please contact local Customer Service team for details.
Should there be any charges levied by 3rd party or by MSC, incurred as a result of NO VGM received timely, will be for Shipper’s account.

Recommendations
Amendment to VGM information is allowed before the assigned deadline. The last submission before deadline will be taken as the only valid one.
VGM cut-off information is available on the Booking Confirmation Form & MSC.com
For Part-Load shipments – instances where there are multiple Shippers consolidating their cargo in the same container, please appoint 1 of the Shippers to submit VGM per container to MSC.
