Import

DEMURRAGE 

What is demurrage?

Demurrage is the charge applicable, after the free time expires, inside the terminal for the use of the land. 

Eight (8) free calendar days will be granted for dry cargo (or those negotiated), and three (3) free calendar days for refrigerated containers.

The free days are continuous, including Saturdays, Sundays and holidays without exceptions. They are counted from the day after the discharge date.

Demurrage: Updated Payment Policy

The Collection Department will no accept check copies or written guarantees to release shipments from demurrage hold.

The following options are available for the shipment release:

  • For immediate release, payment must be submitted via wire transfer to our local bank accounts detailed at the bottom of the invoice.
  • If payment cannot be done by wire transfer, payment by cheque or ACH is acceptable. However, the shipment release will be effective ONLY after funds are confirmed with the local bank.

Unblock Containers

To unblock the container at the terminal after paying the demurrage, please contact the Customer Service team PY746-customerservice@msc.com or the Commercial team PY746-commercialpy@msc.com.

EXCHANGE OF IMPORT DOCUMENTS

To make the exchange of import documents, you must present the following documents at our offices:

  • Exchange Code sent by the agency, after payment of the pending invoices.
  • Original letter of guarantee signed by the consignee + stamp (legal person).
  • 1 original BL endorsed by the consignee and notify + stamp (legal person).
  • Invoices of local charges and freight must be cancelled, if the payment chosen is COLLECT (payable at destination).
  • If the type of release is EXPRESS, you must present the BL + a note in English endorsed by the consignee + stamp (legal person).

FAQ (Frequently Asked Questions)

  • Do you handle the import of used tires?
    Yes, we handle the import of used tires. The only condition is that freight is payable at origin and is accompanied by a cargo approval (acceptance of the cargo).
  • Do you handle importation the import of used vehicles?
    Yes, we handle the import of vehicles manufactured up to 10 years before their clearance at the customs office at origin. If older, the importer must present the amparo appeal in order for the booking to be confirmed.
  • Do you operate in the ANNP Villeta terminal?
    MSC does not operate at the ANNP Villeta Terminal. In case you need the container to be transferred to this terminal, you must request the inclusion of the following clause in the BL: “cargoes in transit to VILLETA ANNP under merchant’s risk and account”. This will allow the receiver/consignee to manage the transfer by truck from the private port offered by MSC to VILLETA ANNP. MSC will not be responsible for the transfer.
  • What charges applies with the INR (Retention Tax)?
    In accordance with the provisions of Law 6830/19, Art. 75 and 76, a 4.71% retention tax will be applied to freight, accessories, and delays for collect shipments.

DETENTION

What is detention?

Detention is the charge applicable, after the free time expires, for the use of the carrier’s container inside and outside the terminal. This charge can also apply while the container is undergoing customs inspections, or while the cargo inside the container is being reworked for safety reasons.

The export detention in Paraguay is divided into two periods: first, outside the terminal, and then inside it.

Detention outside the terminal - Ten (10) days: This period is counted from the date of pick-up of the empty container until the return of the full container to the terminal.

Detention inside the terminal - Seven (7) days: This period is counted from the entry of the full container into the terminal until its loading date.
Once the days have expired, the tariff will be applied:

LATE BL RELEASE (LBR)

It is a penalty for the non-payment of the set of cash invoices that enable the release of the maritime BL in any of its printing types (Telex/Express Release and Print at POD).

To avoid this extra cost, payment must be made within the first 15 days from the date of issuance of the invoices. After 15 days, the costs apply.

FAQ (Frequently Asked Questions)

  • What are the requirements to ship metal scrap cargo?

It is mandatory to present the following documents: 

  1. Transit authorization note in the territory of the Argentina Republic issued by the Ministry of the Environment and Sustainable Development of Argentina (transshipment requirement).
  2. Certificate issued by the Secretary of the Environment of Paraguay.

Both documents/certificates must be valid at the time of proceeding with the shipment.

  • What are the requirements to ship charcoal cargo?
  1. It is mandatory to present the self-heating certificate, with a sample collection date no greater than 5 days before the date of the shipment. Only certificates from the AQUAGROUP Laboratory are accepted.
  2. Charcoal shipments are NOT accepted in BULK.
  3. Pro-liner bags: These are thermal bags that protect cargo from high temperatures and lower the level of oxygen to reduce the risk of combustion on board. The bags also protect the cargo from any increase in humidity due to variations in climatic factors during the trip. The use of these bags is mandatory for charcoal cargo.
  4. Vanning survey through the MSCI+ application: This is an MSC application to facilitate the customer’s inspection of charcoal/briquette shipments. Keeping a record of the charcoal shipment inspections on this application is mandatory.   • What are the weight limitations for shipments?

It is the responsibility of the exporter/booking client to verify weight limitations in destinations that involves land, river and/or train (Inland/On-carriage) transportation.

  • Is fumigated cargo considered IMO (dangerous cargo)?

Fumigated cargo inside the container is considered IMO (dangerous cargo). It must be specified at the time of requesting the quote. The procedure and rate will be different from a non-dangerous cargo.

LWS (Low Water Surcharge)

LWS (Low Water Surcharge)

The LWS is an emergency charge applied to guarantee the safety in the navigation, the crew, and the cargo during the low water rivers season.

This charge is applied for both import and export cargo, depending on the resolution issued by the General Naval Prefecture of Paraguay at the time of the barge nomination.
